If I correctly understood, payments with Ethernet interfaces are necessary to you? It is in hardware description:

Classical transponder:
- LTX: 10-Port 10Gbit/s Service Multiplexing & Optical Wavelength Conversion Board.
- LSX: 10 Gbit/s wavelength conversion board.
- LSQ: 40 Gbit/s wavelength conversion board.
- LSC: 100Gbit/s wavelength conversion board.
- LQG: 4 x GE-multiplex-optical wavelength conversion board.
- LDGS: 2 x Gigabit Ethernet unit, single fed and single receiving.
- and many others...

Tributary board:
- TDX: 2 x 10G tributary service processing board.
- TOM: 8 x multi-rate ports service processing board.
- TQX: 4 x 10 Gbit/s tributary service processing board.
- TSC: 100G tributary service processing board.
- TSXL: 40 Gbit/s tributary service processing board.
- TTX: 10 x 10G tributary service processing board.
- and many others...

All of those boards are L2 only. I mean if there is any solution that can implement L3. As far as I could check right now there is only boards to support mpls-tp standard. Below the boards I check:

- EG16

- EX3

- PND2

The LEM24, LEX4, TEM28 + line board, and packets board (EG16 EX2 PND2) can  provide IP over DWDM solution.

 

 

 

I have heard recently about MS-OTN, which if I understood well it will implement IP Layer 3 over DWDM.
