The CF card on the TN11SCC board and TN51SCC board can be pluggable,  but do not support hot plug during board power-on.  The method of NE database restoration using the CF card is used  when only one SCC board is configured or the NE is unreachable by the NMS.  In other cases, the method of NE database restoration using the NMS is recommended.
