lPurpose: The HLR user modifies some subscription data of the
user in the SGSN.

lScenario: After modifying the user subscription data, the HLR
synchronizes the modified subscription data to the SGSN through the insert subscriber flow.

This flow also occurs in the case of a location update. In a
location update, all the subscription data of the user is inserted. In the user data insertion flow, however, only the subscription data modified in the HLR is inserted.
