Version of NE40EX3- router is upgraded to V600R008C10SPC300 with patch SPH016 successfully  .

I have found the cause of the error this time maybe……
Did you use the license-oc-ne.txt file as a License of NE40E？
As I know，the file format of license is dat. so you need to install a license named of ***.dat.

By the way, could you provide a display of the command "display license"?
