AMRC Functionality Based on LDR

AMRC based on LDR is one task of Load Reshuffling (LDR). When the cell enters the uplink or downlink LDR state (also called basic congestion state) triggered by power or Iub bandwidth resource, the maximum permissible UL or DL AMR rate is decreased to the GBR in the uplink or downlink controllable rate set. When the cell leaves the LDR state, the rate is not increased. To enable the AMRC based on LDR, do as follows: 1. Turn on the LDR switch.
