Open Loop Power control

Power control is done by the transmitting side.

Transmitting part measures channel interference and adjusts the power accordingly.

This is a fast power control

But the problem is transmitting side measures power in uplink/downlink and adjusts power on the opposite direction

Fading between uplink and downlink is not same

This causes power adjustments.
