Configuring Handover data is very important for CS part. I have got necessary support from Huawei Hedex to configure this.

Solution:

The service-based inter-system handover, that is, Service based Handover, is a mechanism used by the MSOFTX3000 to influence the handover control of the RNC/BSC. That is, the MSOFTX3000 sends the Service based Handover information element (IE) to influence the subsequent handover control of the RNC/BSC through the Assignment Request/RAB Assignment Request or Handover Request/Relocation Request messages. The Service based Handover feature is used to initiate handover between the UMTS and the GSM/general packet radio service (GPRS) and provides a solution for balancing service load between the GSM and UMTS networks for carriers.

The Service based Handover feature can provide the following services:

• Handover of the 2G voice service to the UMTS network.
• Handover of the 3G voice service to the GSM network.
• Handover of the 2G non-transparent data service to the UMTS network.
• Handover of the 3G non-transparent data service to the GSM network.
• Handover of the 2G transparent data service to the UMTS network.
• Handover of the 3G transparent data service to the GSM network.
• Handover of the 2G video phone (VP) transparent data service that supports multimedia fallback to the UMTS network.
• Handover of the 3G VP transparent data service that supports multimedia fallback to the GSM network.
