This alarm is generated when the Ethernet port of the FG2a/GOUa/FG2c/GOUc is configured with an IP address or added to a trunk group but the Ethernet port cannot transmit or receive packets. System Actions When the Ethernet ports work in active/standby mode, a switchover is performed between the active port and the standby port. - The Ethernet port is deactivated.

- Negotiation fails between the local and peer ports because of inconsistency in the work mode or rate configured for both ports.
- The sub-board of the board to which the Ethernet port belongs is faulty.
- The optical module is not inserted or is abnormal.
