This is normal. On point-to-point (P2P) and point-to-multipoint (P2MP) networks, there are no designated routers (DRs) or backup designated routers (BDRs). To reduce the amount of flooding on broadcast media, such as Ethernet, Fiber Distributed Data Interfaces (FDDIs), and Token Ring, designated routers (DRs) and backup designated routers (BDRs) are elected on broadcast and non-broadcast multi-access networks. A router becomes full with only DRs and BDRs, and it shows 2-WAY for all other routers.
