Fast Moving MS: Avoid making handover to higher layer cells.

HUAWEI Handover Penalty Algorithm in R13 Version can  solve this problem.

To avoid fast moving MS making HO from Macro to IBS.

1.   When fast moving ms want to make handover from Macro cell B to IBS cell

A, the RxLev of cell A will be punished in a certain time.

2.   During that time, the RxLev of cell A will be depressed factitiously so it’s hard to trigger the HO from B to A.

3.   After that time, MS will move through cell A and handover from cell B to cell C.
