This parameter specifies the extended maximum bit rate supported by the SGSN for    downlink. Prerequisites: This parameter is valid only when Configure 3G QoS is set to YES(Yes).

                Default value: 0

                 Configuration notes:

§  0-74 indicates 8600 to 16000 kbit/s, increased by 100 kbit/s.

§  75-186 indicates 17000 to 128000 kbit/s, increased by 1000 kbit/s.

§  187-250 indicates 130000 to 256000 kbit/s, increased by 2000 kbit/s.

If we set, “MBRDNLKEX3G” after negotiation with HLR profile, SGSN set the negotiated QoS to 16M-21M based on subscriber profile.
