The future, IP over OTN( WDM) in our case we already started to prepare in short term to full IP over OTN, from the end of this year 2014

L0+L1+L2: done on WDM equipement

L3: on router

Recently our company is talking about IP over DWDM, in my opinion these devices should be migrating to involve in layer 2 and then layer 3 of TCP/IP model.

Nonparallel growth of traffic & revenue is driving network convergence: revenue per bit is going down sharply, that drives the transformation of network to cut down the cost per bit.

Convergence of layer 0/ layer 1/ layer2  is a good solution to cut down the cost of network: Space, power, and network complexity.----I think this is the development trend of DWDM equipment.
