Service description On a network configured with the preferential camping policy, FACH UEs are unevenly distributed on co-coverage carriers, with the number of FACH UEs on the preferential camping carrier being greater than that on other carriers, which may cause the following problems: lFACHs on the carrier with a large number of UEs are more likely to be congested, which affects user experience. lFACH bandwidth on carriers with a small number of UEs cannot be efficiently utilized. To resolve this issue, the FACH Pool feature has been introduced to balance FACH UEs among carriers through P2F-triggered redirection.
