Policies for intra-RAT mobility management are classified into handover and redirection.

Intra-frequency cells can perform only handovers. Redirection does not apply to intra-frequency cells.

The eNodeB selects either a handover procedure or a redirection procedure for inter-frequency mobility management.

• The eNodeB selects the handover procedure for all measurement-based handovers.
• When the FDD and TDD cells of the same eNodeB are served by different MMEs, only the redirection procedure can be selected for coverage-based inter-frequency handover between FDD and TDD cells.
• The procedure selection for blind handover is as follows:
• The eNodeB selects the redirection procedure for coverage-based and UL-quality-based blind handover. Redirection is performed only on non-VoIP UEs, not on VoIP UEs.
•  The eNodeB selects the handover procedure for frequency-priority-based blind handover.
