network segment is configured, it can form Full neighbor. If encapsulated link protocol is HDLC or 

other protocols, it cannot form neighbor. PPP protocol can negotiate opposite IP address. 

There is opposite route without extra operation.
OSPF network such as Broadcast, NBMA and P2MP will strictly check 

Whether IP address of the neighbor and received interface is in the same network segment or not.
