If the VLAN IDs, MAC addresses, or interfaces in the ARP entries cannot be migrated on the switch, check whether an ARP anti-attack policy is configured on the switch, such as ARP entry fixing configured using the arp anti-attack entry-check { fixed-mac | fixed-all | send-ack } enable command. ARP entries cannot be dynamically migrated if this policy is applied!!!
