The ordinary static LSP cannot go Up in one of the following situations:

1.MPLS is not globally enabled.
2.A static LSP with the same name is already set up.
3.A static LSP with the same destination address and the same outgoing interface (or next hop) already exists.
4.A static LSP with the same incoming label is already set up.
5.The configured next-hop address is not the actual next-hop address in the routing table.
