If the ONUs fail to go online and the optical levels are OK then:

a) It might be possible that mistakenly the ONUs were previously registered to another port.

b) The splitter is connected to the wrong PON port.

c) The PON port does not have the proper tranceiver connected.

Remember to activate ONT autofind conflict check to avoid authentication issues (if available).
