Task 1: aggregating all the tools to a single portal would be a great achievement, but designing an app (and or ios) for the same portal, would be an icing on the cake.

Suggestion:

There should be one single platform for all the information tools which should allow users:

1. to navigate to the required tool page manually
2. to search for specific task

1. Navigate to the required tool page:

Step No.1 : Access the Tool Platform (Single aggregated webpage)

Step No. 2: Users should first select the Network i.e from the drop down menu users should select from the following:

• Wireless Network
• Cloud Core Network
• Access Network
• Transmission Network
• Fixed Network
• Data Communications
• Network OSS&Service
• Energy

Step No. 3: Select the relevant Tool from the list

e.g. If an user selected Wireless Network in Step No. 2 then the Wireless Network Tools (should be available in drop down menu to choose from:

That is:

• The Base Station Family
• The Controller Family
• The Feature Family
• The Parameter & Counter Family
• NBI Doc Customization

Step No. 4: Once required tool is selected by an user from the drop down menu, the user should be redirected to that tool page.

2. Search for a specific task:

There should also a search bar that user predictive and suggestive search function where users can input keyword for the required task. E.g. An user wants want to find out about frequecies that a specific rru can support. He/She can simply input RRU into a search bar. A search function can return RRU tools page in return.

the 1st is similar with what the support website looks, maybe you will like it , so welcome to use it to find features or parameters.
As to the 2nd, it is a wonderful advise but not easy to realize, we'll seriously consider and try to implement@zidane029
