when i need to make an operation set:
do i need to write the commands in all the ways it's come?
like:
conf ter
configuration terminal
and all the way that it can be written?

how can you put the Rules. if the NEs are not similar.
if we have Routers and Core Parts like MSC and MGW and UGW

you mean here that there is always a default operation set if i didn't create one so user in default will be in it and can't be modified? 

How many admins can be assigned in one system?

synchronization should be done manually?

The OSS provides operation set more than querying configuration or status like LST and DSP. It has two types of operation sets.
• Network management application operation set: contains various network management application operations. Network management application operations correspond to OSS functions unrelated to NEs, for example, system log query and topology object creation.
• Network device operation set: contains various network device operations. Network device operations correspond to OSS functions related to NEs, for example, NE measurement result query, NE connection, and NE data synchronization.
