There's no need to write the commands mannually. The OSS provides GUI-based operations. You can also export the operation set and edit them in the file for convenience.
Only admin or SMManagers can create operation sets.

If the NEs are not similar, you can creat new opertion set for these NEs after importing the operation set. You can copy members in the exsiting operation set and only edit those different opertions to quickly creat a new operation set.

The members mentioned here refer to an operation belonging to the operation set, not users. For a default operation set, new operation members cannot be added and existing operation members cannot be modified or deleted. However, the description of it can be modified.
