Yes, of course they have.
The hold-off time indicates the time between a clock source switchover and the failure of the current clock source.
The WTR time indicates the time between a clock is considered effective and it becomes the source clock.

Yes, there are several reasons. I only know the below 3 reasons:

1. The WTR time is set and the WTR time of the clock source does not expire.
2. The port loopback is configured.
3. The configured mode of the signal is different from the mode of the received signal.

In the ASON clock mode, users can set the primary reference source for the ASON clock. However, the ASON does not manage the tributary boards. Hence, the ASON-related features cannot be set on the tributary board. The clock source of the tributary board thus cannot be taken as the primary reference source for the ASON clock.
