Division principles of OceanStor 9000's tier

Division principles of OceanStor 9000's tiers:
- If you do not add new tier CONFIGUREs, all node pools are of the default tier.
- A hotspot data storage tier is created for the data that is frequently accessed. All nodes that have high data processing capabilities and fast response speeds are located in this tier for accelerated response speed and improved storage performance.
- A common data storage tier is created for the data that is less-frequently accessed. All nodes that have moderate response speeds but can provide large storage space are located in this tier for reduced deployment and maintenance costs.
- It is recommended that node pools in the same tier be of the same type. However, you can adjust the type of node pools in a tier as required.
